Tobacco Law Enforcement Program (TLEP)

The Tobacco Law Enforcement Program is a collaboration between San Joaquin County Public Health Services and Stockton Police Department with the goal of reducing violations of the “Stop Tobacco Access to Kids Enforcement Act” or STAKE Act that prohibits the sales of tobacco products to persons under 21.

The program aims to reduce youth access to tobacco products in their local neighborhoods, and to reduce the influence of tobacco marketing and advertising practices through education of both retailers and the community.

This project is part of the State of California Department of Justice Tobacco Grant Program, funded by the California Healthcare, Research and Prevention Tobacco Tax Act of 2016.

*On December 20, 2019, the President signed legislation to amend the Federal Food, Drug, and Cosmetic Act, and raise the federal minimum age of sale of tobacco products from 18 to 21 years. It is now illegal for a retailer to sell any tobacco product – including cigarettes, cigars and e-cigarettes – to anyone under 21, with no exemption for military personnel. The California Tobacco Control Branch will be updating the materials available on their web page in the near future to reflect the change in federal law.
